PART 1 CONSTITUTION                                                                                    

Article 1 - NAME AND AFFILIATION

 

1.    This Association shall be known as the Peterborough Community           Church  Hockey League, hereafter to be referred to as the PCCHL.

 

      2. The PCCHL is an affiliated member of the Ontario Minor Hockey                  Association, the governing body of minor hockey for the PCCHL.

                    

 3.   The PCCHL has jurisdiction to govern and administer all Peterborough Church hockey within the City of Peterborough, in accordance with the  Constitution, By-laws and Regulation of the governing body.

 

      4. Teams from outside or within the City of Peterborough may only                   participate in the league by a 2/3rd-majority vote of the Associate                 Members on application to the league.

 

      5.  The name of the PCCHL, its logo and letterhead and all that pertains            to it, is for the Sole purpose of the league use. Any use of the PCCHL         name, logo or letterhead, must be with written consent of the League.

 

 

Article 2 - OBJECTIVES

 

              The objectives of the Organization shall be to provide minor Hockey

              all persons (Church and Associate Members) of both sexes in the City

              of Peterborough, in the age divisions of Mite, Tyke, Novice, Atom, 

                          Peewee, Bantam, Midget and Juvenile while at the same time stressing

                         the fundamentals of good citizenship and competitive sportsmanship

              and skill development.

 

                          It shall be the objective of the PCCHL to institute/adopt/define/

                          regulate programs and or policies that will maintain the safety and

                          welfare of its members, players, coaching staffs, parents and spectators.

 

Article 3 - GENERAL MEMBERSHIP                 

 

The Associated Memberships from a church or association acting as division chair or one of their alternates can represent their interest at all meetings of the PCCHL. These members will come from all Member Associations of the PCCHL. Also the Nationals that will govern over the AA, A and AE will have the 2nd Vice chair the AA, A and AE divisions. Each association will appoint the chairperson and alternates as well provide a list of them and which division they wish to chair to the league secretary at the September meeting. These members will loose their vote if they miss more than three league meetings. To register as an associate with the PCCHL you must have one person willing to Chair a division or fill in an open position set up by the Executive Committee

 

 

Article 4 - THE EXECUTIVE COMMITTEE

 

1.   The elective executive shall consist of President, 1st vice, 2nd Vice,

       and Past President. All members will be voted in during the elections                meeting held in the first week of May of the current playing season. These        positions will have a vote at the Executive Committee meetings. The                 Executive Committee also includes the Associate Chairperson from each          association that will vote on league matters. The Executive Committee will        appoint an Administrator who will have voting privileges and be paid a               salary. The Executive Committee will appoint the following persons that            will sit on the committee with no voting privileges, Referee-in-Chief,                   Scheduler, Webmaster and Tournament/Event Co-coordinator.

                                                                                                                                     

2.   The elected Executive shall conduct the business and affairs of the

                           PCCHL Committee in accordance with this Constitution, subject to

                           Ratification of the General Membership.

                    

3.    The term of office of the elected Executive Committee shall commence

      on June 1st and continue until May 31st of that playing season.

       

4.   The set of books and all responsibilities of the Committee Executives  and         signing officers must change over to the new executive members by May           31st. (Old Executive Members will be available for up to 30 days to help with       any transition time needed by the new Executive to facilitate a smooth start        to the new season.) Financial statements and    books are to be reviewed by       the new Executive  Should a vacancy on the Executive Committee the                Executive Committee shall appoint a replacement for a period of NOT                MORE THAN THIRTY DAYS. The Executive Committee will elect a                    replacement for the duration of the term of office thereafter. The PCCHL            may continue to run with a vacancy if there is no one to fill the position.

 

5.    The Executive Committee shall be responsible for regulating team colors.

 

6.   On or before June 15th of each year, assign each church or association,     (individually or in partnership with another member) the responsibility for     providing the Chairperson and Conveyors for a division next playing season.

 

7.    Where an elected Executive Committee member is deemed to have acted        in a manner detrimental to the aims and objectives of the PCCHL, such            action shall be reviewed by a quorum of executive members at the earliest        possible convenience. Any actions, including impeachment, shall be taken        only after a 2/3 majority of eligible voting Executive Committee members.

                            

Article 5 - EXECUTIVE COMMITTEE - POWERS AND DUTIES

 

1)The President shall:

1)    Preside at all meetings, monthly or ones called by the Executive                    Committee.

2)    Will vote and if there is a tie, will vote again to break the tie once that            vote is counted.

3)    Invite personnel who have special interest or knowledge of topics on the        agenda to meetings.

4)    Be an Ex-Officio member of all standing and Adhoc Committees unless        prohibited by the Constitution.

5)    Be the chairperson of the Appeals Committee and as such receive the          appeal and cheque in the amount of $50.00 from the Associate                     Chairperson. The President the must review the circumstances of the           appeal to establish that an appeal is warranted and, if an appeal is not         warranted, must notify in writing the parties concerned. Should the                President decide that the appeal is warranted, all avenues shall be               exhausted in consultation with the Disciplinary Committee to determine        if an appeal should be granted, and if granted the President shall                 arrange a hearing before an Appeal Committee. Call all witnesses and         have all facts presented at the original hearing present for the Appeals         Committee perusal. The President shall poll the Appeal Committee               member individually to conclude the consensus of opinion. The                     President must then prepare the decision of the Appeal Committee in           writing and distribute it to the Appellant, Associate Chairperson and              Disciplinary Committee within 7 days of the decision. The President may       advise the parties concerned as to the decision prior to issuance of the         written decision.

6)  Will sit on any outside board or group that has anything to do with the           PCCHL

7) Be allowed to designate his/her Ex-Officio and Adhoc committee                    membership, as well as representation to the OMHA.

8)   Receive an Honorarium as fixed by the Executive Committee.

 

                      2) The 1st Vice President shall:

    1)    Perform the duties of the President in his/her absence or at request         and shall then have all the rights and powers of the President.

 2)   Hold the position of Chairperson of the Adhoc committee or any               standing committee except Finance Committee.

3)  In the absence of the Treasurer, sign checks with the President to          satisfy the needs of the League.

4)    Be the Chairperson of the Disciplinary Committee.

5)   Will have a vote at the Executive Committee meetings.

6)   Receive an Honorarium as fixed by the Executive Committee.

 

                      3) The 2nd Vice President shall:

1)   Be the Chairperson of the PCCHL National Program.

2)   Be accountable to the PCCHL General Membership. 

3)   Select the coaching staff for each National team.

4)   Obtain National team sponsorships.

5)   Maintain National Program finances.

6)   Purchase, maintain and control National team equipment.

7)   Be the National’s OMHA contact and Scheduler.

8)   Provide written monthly reports at all PCCHL General Meetings.

9)   Provide an annual Statement of Operation by the June General Meeting.

10) Will have a vote at the Executive Committee meetings.

11) Receive an Honorarium as fixed by the Executive Committee.

                                                                                                                       

                     4) The Administrator shall:

1)   Receive and deposit all monies of the PCCHL in a chartered bank or       trust company.

2)   Issue receipts for all monies received.

3)   Issue cheques for payment of all accounts when properly approved.

4)   Maintain an adequate set of books showing all monies received and        paid out within the league.

5)   Present a full financial report at each general meeting. 

6)   Compile from the record, any financial information as requested by          the President or other Executive member.

7)   Assist and supply financial advice when establishing yearly budgets.

8)   Prepare and submit for review and approval, year-end statements to       be completed by the June meeting for that hockey season.

9)   Submit the necessary data to apply for any recreational grants that          may become available.


10) Attend all monthly meetings and ones call by the Executive                     Committee.

11)  Undertake other related duties as assigned.

12)  Approve and maintain copies of all correspondence using PCCHL

      letterhead.

13) Issue notice of all meetings monthly and called by the Executive              Committee.

14) Attend all meetings monthly and called by the Executive Committee.

    Maintain records of proceedings and meetings.

15) Have custody of all documents and records pertaining to the affairs         of the PCCHL

16) Keep record of all players playing within the PCCHL. Such records         shall contain the age and date of birth of the player, the full name            and address, the Church or association where the player should be        registered and the church or association where the player last                 played. The Registrar shall be responsible for the carding of teams         and players with the OMHA. These records will be maintained and          updated as movement of players occurs during the season.

17) Keep all team official applications and ensure that all officials are            carded and have all required numbers by November 1.

18) Will have a vote at the Executive Committee meetings.

19) Be responsible for the scheduling and supervising of clinics for                coaches,   trainers and Prevention Services as required. These               clinics will be held in a   timely manner in order that all team officials       are properly carded, so that the majority of teams will be rostered by       November 30.

20) Review all tournament applications and sanctions and ensure that          all paper work and documentation has been completed as required         by the PCCHL and OMHA.

21) Schedule and run (with volunteers) any PCCHL - sponsored                   tournaments if the PCCHL decides to use ice during the down times      (Christmas break, March break etc.) for tournaments as fund-raisers       rather than turning it back to the City.

22) Co-ordinate any fund-raising events undertaken by the PCCHL.             These events would include chocolate bar sales, Skate with the               Petes, Atom 50/50, etc. This position would be the contact for                 outside organizations who would schedule any presentations to the         Executive.

 23) Receive the Division Chairs medal requests and place the order by the 3rd week of January. This would also include ordering the Esso medals. This would ensure that medals are on-hand before the end of the playoffs.

24) This is a salary paid position.

 

                        5)  The Immediate Past President shall:

                    1)  Be responsible for acting as chairperson for the Annual Election                                  meeting in May each year.

                    2)  Endeavour to obtain a slate of possible candidates for each                                        Executive Committee position before the annual election meeting.

                    3)  Be ineligible to stand for any elected position at the annual election                             meeting in May.

                    4)  Be able to relinquish the Chair at the annual election, through                                     designation, for the purpose of standing for an elected position if                                 he/she desires.

                    5)  Will have a vote at the Executive Committee meetings.

 

                                                                                                                                       Article 6 DIVISION CHAIRPERSON AND CONVENORS.

 


The Division Chairperson and Convenors shall:

1)   Be at all times accountable to the Executive Committee.

2)   Superintend the operation of their division.

3)   Be familiar with the PCCHL organisation.

4)  Be given a copy of the current PCCHL Constitution and a copy of the      OMHA rulebook.

5)  Train new convenors as to their duties and advise them for how the         PCCHL would like them to deal with people.

6)   Assign pool players to needed teams.

7)   Advise the scheduler of strong teams and break them into divisions.

8)   Attend playoff scheduling meetings where required

9)   Advise coaches of suspensions and answer any questions, be                responsible to find out answers to their questions if they do not know       the answer immediately.

10) Have divisions of 4 teams for the playoffs whenever possible.

11) Attend games in the division and to ensure that the aims of the                PCCHL are being met to the greatest extent possible.

12) Ensure that each coach or manager provides a representative to             serve as a minor official at each PCCHL game (volunteer to run the       clock and record details on the game sheet).

13) Receive all complaints and protest within the division.

14) Where disciplinary action is required against players or team                   officials, the division chairperson/convenors shall report ALL cases         of breach of PCCHL playing rules to the 1st Vice-President.

15) After advising by the Executive Committee, initiate movement of              players to teams of a level of hockey commensurate to the                      individual’s abilities.

16) Record ALL player movement, either UP or DOWN, and shall have full authority to prohibit indiscriminate movement of players and ensure that all player movement be completed prior to the last third (6 games) of the league schedule.

17) Ensure that in all games, players shall play regular shifts of their         team.

18) Ensure that all games start and finish on time.

19) Ensure game sheets are completed and only players present are       listed

20) Deal with off-ice incidents (i.e.; foul language, fighting)

21) Ensure spectators are in designated areas, remove if necessary,        and arena staff to assist if needed.

22) Forward any updated team list to the League Administrator.

23) Shall attend the general monthly meetings and submit written reports       to the League Administrator.                                                                 24)Ensure that current 1/3rd of schedule standings of all teams within          their division be posted in the assigned area of the Kinsmen,                   Northcrest and Evinrude arena’s, as well as posted onto the PCCHL       web site.

 25) At their discretion, refuse from play, team players that are not                  wearing appropriate Team sweaters.


26) Present separate Division rules to the Executive for approval.

27) Enter a dressing room only when accompanied by a responsible        adult-Executive, Team official, Trainer or Church Rep.

28) Are the only persons allowed in the referee’s room other than the       referees: people in violation of this rule will bee automatically              suspended for two games.  Subsequent violations will result in a 12-  month suspension.

29) Will submit the number of playoff medals required for the division to   the Tournament/Event Co-ordinator by January 15.

 

                                                                                                                          

Article 7 - REFEREE-IN-CHIEF

 

The Referee in Chief shall:

               1)  Be responsible for the training and supervision of all referees used within                         the PCCHL.

               2)  Be responsible for the scheduling of referees for each PCCHL league or                          playoff game.  

               3)  Provide the Division Chairperson with a list of referees scheduled one week                     prior to the first and middle of each month. This list will provide the name                         and phone number of the scheduled referees.

               4)  Be at all times accountable to the Executive Committee and submit a list of                     all referees including the number of games officiated throughout the year.

                5)  Will report at each monthly meeting in the fourth spot or sixth is guest is                           present on the agenda after call to order, attendance, errors or omissions.                       Does not need to stay all meeting because has no vote on motions.

               6)  Receive an honorarium as fixed by the Executive Committee.

 

Article 8 - SCHEDULER:

 

The Scheduler shall:

               1)   Be responsible for the scheduling of all ice time, league and playoff games                      within the operation of the PCCHL programs and shall make such                                    arrangements to ensure the smooth operations of the league and other                            activities.

               2)   Work with the Referee-in-Chief to schedule referees for all PCCHL league                       and playoff games and inform the Referee-in-Chief of any changes to the                        schedule to ensure that appropriate referees are scheduled for these                               games.

    3)  Will report at each monthly meeting in the fifth sport or sixth if guest present           on the agenda following the Referee in Chief report

               4)   Receive an honorarium as fixed by the Executive Committee.            

                                                                                                                                               

Article 9 - WEBMASTER:


The Webmaster shall:

               1)   Be responsible for the upkeep and maintenance of the PCCHL web site.

               2)   Meet and establish a regular schedule for updating the site.

               3)   Receive an honorarium as fixed by the Executive Committee.

               4)   Have an Executive Member as a liaison, who will update the Executive

                     Committee at their monthly meeting.

 

Article 10 -  COACHES CHAIRPERSON

The Coaches Chairperson shall:

1)    Be responsible for holding coaches meeting, gather and distributing information to coaches as it comes from the PCCHL executive and the OMHA

2)    Is responsible for collecting police checks, making sure all coaching staff have the proper qualifications and are placed on rosters.

3)    Will assist in the compilation and implementation of a coaches handbook.

4)    This person will work closely with the administration and will provide monthly reposrts at each executive meeting.

5)    Receive an honorarium as fixed by the Executive Committee.

 

 

Article 11 - THE DISCIPLINARY COMMITTEE

 

The Disciplinary Committee shall:

               1)   Be comprised of the 1st vice and four members of the Executive                                       Committee that are not involved with the case at hand. These four will be                         chosen by the 1st vice.

               2)   Hold a hearing within a reasonable length of time, which will involve those

                     concerned with a particular protest, complaint or breach of conduct (Note:                        Protests and complaints must be in writing per league rules.)

               3)   Make a ruling at the conclusion of the hearing on the action to be taken,                          and so advise those involved, through the appropriate channels (Associate                      Chairperson, Referee-in-Chief, etc.)

             4)    Allow a Disciplinary Member to abstain from voting due to conflicts of                               interest.

             5)   The Chairperson will vote to break a tie only.

             6)    Be chaired by the 1st Vice President and in his/her absence, appoint an                           Executive Committee member to act on his/her behalf.

             7)    Have the power to suspend or discipline any Coach, Player, Parent,                                 Trainer, Manager, Referee or other official connected with any Organization                     of Association playing within the PCCHL, excluding only elected Executive                       Committee members not acting in one of the aforementioned.

             8)    Make a monthly report to the Executive Committee as to the disciplinary                          actions taken each month. Names would not be needed of individuals                              where their privacy is in question.

 

 Article 12 -  PCCHL TEAM OFFICIALS

 

The PCCHL TEAM OFFICIALS shall:

             1)   Keep hallways and dressing rooms clear of everyone but the players and                         coaches (from Peewee up.)

             2)   Be responsible to ensure that where team colours are similar and may                             cause confusion in a game, the Home team must arrange sweater colours to                    eliminate any confusion. Teams will be allowed to wear home/away                                  sweaters to avoid conflict.     

             3)   Supply for each game: one game puck and one minor official. (Timekeeper/                    Scorekeeper)  Failure to comply will automatically nullify any protest or                             complaint. Juvenile Division teams shall pay an added fee in their                                     registration to cover costs of the minor officials.

             4)   Fill out and have readied the Game Sheet before game time, and only list                        those players who are playing that day.  (For the 6 game play-off rule.)

             5)   Remain in their dressing rooms until notified that the ice surface is ready for                    play.

             6)   Be responsible to ensure that any suspended team member is not at ice                          level, in the dressing room or keeping score.  If a suspended team member                     chooses to watch any PCCHL team play a game, they must stay in the warm                    area of the arena.

             7)   In the event of a game misconduct, gross misconduct, fighting major or                            match penalty called against their team player, coach, manager or team                          official.  The team must make the offending party aware of any suspension                      or disciplinary hearing, and ensure that the offending party complies with the                    disciplinary action and that during the period of suspension, clearly indicate                     the suspended party on the Official Game Sheet.

             8)   In the event of a game misconduct, gross misconduct, fighting major or                            match penalty called against any PCCHL team, player, coach, manager or                      team official during an Exhibition of Tournament Game inside or outside the                    PCCHL, be responsible to request from the referee the original game sheet                     and written report, and if failing to achieve that request, ask the Referee to                       transcribe his report on the back of the team copy of the game sheet and                         report the incident to the Division Chairperson. Failure to inform the Division                    Chairperson as soon as possible could result in additional disciplinary action                    against the penalized player, team, coach or team official.

                                       

                                                           

Article 13 – APPEAL OF A DECISION OF THE DISCIPLINARY COMMITTEE                    


Appellant - Any person sentenced to disciplinary action by the Disciplinary Committee may, under the circumstances and conditions herewith set forth, appeal to the PCCHL President, who having reviewed the facts and circumstances of the appeal and being satisfied that the appeal is valid, may grant an appeal hearing.

 

Format - An appeal to the President from a decision of the Disciplinary Committee shall be in writing, shall contain a statement of the grounds of the appeal and shall be filed with the President within seven (7) days of the date the original decision was made know. It shall be accompanied by a cheque in the amount of fifty dollars ($50.00) payable to the PCCHL. The $50.00 cheque will be returned to the Appellant at the conclusion of the appeal hearing, if the Appeals Committee rules in favour of the Appellant. If the ruling is not in favour; the $50.00 cheque will be forfeited to the PCCHL.

 

Action - The appeal shall be actioned via the Associate Chairperson of the Sponsor Church, or the alternate, who shall be responsible to file the appeal with the President and to file a copy of the appeal with Chairperson of the Disciplinary Committee.

 

Conditions for an Appeal - In order for an Appeal to be instituted, on of the following conditions shall exist: 

1)   New evidence, facts and circumstances that were not before the Disciplinary Committee at the time of the original hearing.  (Either not Available or suppressed by the League.)

2)   The decision of the Disciplinary Committee is a direct contravention of the PCCHL, OMHA, or CHAA rules.

            

            Appeal Committee - The appeal Committee shall consist of (5) persons who are disassociated from the subject matter of the appeal. For this purpose Associate members and/or Alternates shall act as members of the Appeals Committee and the members shall be called by the President when necessary, to form an Appeal hearing. No member of the original Disciplinary Committee shall act as a member of the Appeal Committee.

                                                                                                                          

Decision of the Appeal Committee – Having heard the evidence of the Appeal, each Member of the Committee shall convey their conclusions to the Chairperson and a majority consensus of the opinion shall determine the ruling of the Appeal Committee. The decision of the Appeal Committee will be given in writing stating, the reasons for the decision. A copy of it shall be issued to the Appellant and the Associate Chairperson, as well as the Appeals Committee. The decision shall be binding on the Appellant and on the PCCHL.

Article 14 – MEETINGS

 

1)   Monthly Meetings shall:


1)   Be held on a day each month, set by the Executive Committee at the start of the season, or as determined by the President.

2)   Be open to Associate Chairperson and alternates/Appointed Personnel to a maximum of two representatives from any Association, dependant on those attending being on the approved list.

3)   Be open to interested observers and invited guests, where the President grants permission. In this case, the President will allot a period of time after roll call, so that those observers can state their business. Once their business is stated a second period of 10 minutes will be used for discussion with the President in charge of the floor.  After this time period, the group will leave the meeting.  If more that one party wishes to present their concern, the time frame will be made known to the parties involved.  If a vote is needed on the concerns brought forth, they will be dealt with under NEW business.

4)   When a vote is called for, a simple majority of eligible members in attendance is all that is required to pass or defeat a motion.

 

 2) Annual Election Meeting shall:

1)   Be held during the first week of May.  Its purpose shall be to carry out elections for Executive Committee positions.  Attendance at this meeting is open to Associate Chairpersons and Executive Committee members including the immediate past President, who will act as Chairperson. The President with prior notice shall invite any persons not listed above, who are seeking an elected position.

2)   The League President will leave the room with the appointed ballot counters after each vote has taken place for all elected positions on the Executive Committee.  The President will cast a deciding vote ONLY to break a tie vote for any elected position.  Only Associate Chairperson or their designated Alternates may make nominations for elected positions at this meeting. 

3)   Police checks are to be completed by all newly elected officials of the PCCHL within the first month of office.

                                                                                         

 3) The Annual General Meeting (AGM) held as the June meeting shall include the following business regarding the preceding season:   

1)   Administrator’s Year End Financial Report

2)   Novice Tournament/Mite Tournament Financial Reports

3)   Nationals-Statement of Operations Report

4)   President’s year End Report

5)   Introduction of the newly elected Executive Committee.

 

 

 4) The Quorum shall:  

1)   When a vote is called for, a simple majority of eligible members in attendance is all that is required to pass or defeat a motion.

 

 5) Conduct at Meetings shall:

 

1)   Enable only eligible voting Associate Members to make and second Motions of the floor.


2)   Be conducted under “Roberts Rules of Order.”

3)   Require appropriate conduct by all persons in attendance. Inappropriate conduct may result in the expulsion of said member.

 

 

 6) The Constitutional Meeting shall:

1)   Only be amended at the Annual April meeting. Any or all proposed amendment(s) and or change(s) to the Constitution Playing Rule(s) and Regulation(s) MUST BE SUBMITTED IN WRITING TO THE ADMINISTRATOR NO LATER THAN MARCH 15 PRIOR. The elective of the Executive Committee of the PCCHL may draft amendments for the rest of the Executive Committee to consider. Aid proposals will be in writing and submitted to the Administrator by March 15 prior also.  The Administrator will ensure the Executive Committee receives a copy of all proposed amendments and Executive proposals no later than 15 days prior to the Annual April meeting.

2)   All proposed amendments require a 2/3rd majority of those eligible voters present at the meeting.  Sub-amendments to such amendments may be made and voted upon at the meeting provided that such sub-amendments do not change the original intent of the motion, and are made with the consent of the original mover.

3)   Programs and of policies tabled as such and not covered by this Constitution may be presented to the General Membership through the normal order of business.

      Motions of adoption MUST receive a 2/3rd-majority vote of eligible voters present at the meeting to be accepted.  Accepted programs and or policies will appear as in “appendix” to the current Constitution.

4)   Be held the last week of April.

5)   Any hearing of a member or members for improper conduct in the affairs of the PCCHL will require the presence of the member or members at the hearing. The hearing may use as a guide Roberts Rules of Order - Article XIII, Section 75 - Trail of Members of Societies.

 

 

Article 15– REGISTRATION AND FEES

1)   The PCCHL will have a central registration with all players registering with the league, not individual Churches/Associations. Once the registration is over all players will be divided up into teams based on the number of team requests given by the Church/Associations prior to the registration. Requests will be filled based on player availability. Each player will be given three options as to where they would like to play. A committee made up of no less than three persons appointed by the Church/Associations will be chaired by the Administrator and will appoint players to their respective teams.


2)   The amount of players on House League teams to register a team for Mite and Tyke is 11 players minimum and 16 players maximum.  For Novice and above, 10 Players (skaters’) minimum and 15 players (skaters) maximum to register, not including goaltenders.  No player will be permitted to play in a Division game unless registered in accordance with these rules.  All goaltenders are to be noted on registration forms. 

3)   Players registered with the PCCHL division teams shall not register or play with any other hockey organisation, club, etc.  Duly registered players may play on organised school teams.

4)   Proof of age for all PCCHL players will be ONLY their Birth certificates.  Baptismal certificates WILL NOT be accepted by the OMHA.

     

Article 16 – NATIONAL TEAMS

1)   The PCCHL League Executive shall govern Nationals,”A”,”AA” and “AE” teams.

2)   The PCCHL Nationals Committee will have control over Coach and Player Selections and funding required operating National teams.

3)   The PCCHL Nationals Committee will have control over dismissal of Coaching Staff.

4)   Carding of National teams shall be in accordance with OMHA Guidelines.

5)   The National Program shall be open to all eligible players in affiliation and shall be on a voluntary.

6)   The name NATIONALS, its letterhead and all that pertains to it is for the sole purpose of the PCCHL’s use.  Any use of the name NATIONALS or its letterhead must be with the written consent of the League.

PART 2 CONSTITUTION

 

PLAYING RULES AND REGULATIONS

 

The playing rules and regulations governing the operation of the PCCHL shall be those of the OMHA.

 

EQUIPMENT TO BE WORN

 

Players must wear:

              1) Helmet with full-face protection

              2) Throat protector

              3) Shoulder pads

              4) Elbow pads

              5) Gloves

              6) Shin pads

              7) Skates

              8) Jock or Jill

              9) Pants

            10) Goalies to wear plastic throat protector

            11) Mouthguard      

              All equipment must be approved by C.S.A. or equivalent.

              Listed equipment must be worn by players or they will not be allowed to play.

              Trainers are responsible to check that players wear the proper equipment.

 

COMPLAINTS AND PROTESTS

 

Complaints and Protests shall:

              1) Be made in writing accompanied by a cheque for $25.00 payable to the                           PCCHL and given to the Division Chairperson within 48 hours of the event                       that caused rise to the protest or complaint. If the protest or complaint is                          upheld, the $25.00 will be returned to the Protestant.

              2) NOT be accepted after the above time limit.

              3) Not be subject to appeal, if unsuccessful.

 

SCHEDULES

 

              1) All games will be played when scheduled. Failure of a team to appear for a                      scheduled game without prior approval of the PCCHL Division Chairperson                      shall automatically result in a forfeit of the game by the offending team and                      the award of two points to the non-offending team. In addition to this                                forfeiture, the offending team, Church or Association will be billed for the total                   ice rental and referee cost; (the non-offending team will be compensated as                    deemed by the PCCHL). Disciplinary action may be taken against the                              offending team.

              2) The home team shall be so indicated on all PCCHL game schedules as the                     1st team listed on the game schedule.

             3) If a game is not played due to a scheduling problem or failure by lack of                           referees to show, the game MAY be rescheduled, ONLY if a written request is                  made and after

                 consideration by the Executive Committee as soon as practicable.

             4) Any offending coach who intentionally misses a game for any reason will                         appear before the disciplinary board and may receive an 8 game automatic                     suspension.

 

TOURNAMENTS

             1) All tournaments that a PCCHL team of Church/Associations run or participate in, must                  be sanctioned tournaments. All members of the PCCHL are eligible to run an unlimited                  number of tournaments. SANCTION forms must be made out in full, with their                              payment to the OMHA, given to the Administrator.  The forms will then be forwarded                   to the OMHA by the Administrator.  Any Sanctions not following this procedure will                     be canceled by the Administrator at any time.

             

              2) Churches/Associations running tournaments MUST after completion of the

                  tournament and within 30 days, give a detailed financial statement to the                         league Administrator and Tournament Co-coordinator on income and                               expenses. The Associate Chairperson is the only person who can request a                    tournament sanction.

                  Note: Any tournament signed by the Tournament Co-coordinator can be                              canceled by the Tournament Co-coordinator at any time.

              3) NO TEAM may enter a tournament without a stamped and completed                              ROSTER. Teams entering a tournament without proper paperwork will be                        referred to the Disciplinary Committee.

 

MOVEMENT OF PLAYERS

              1) As a General Rule, a player may be moved to a more competitive                                    classification at anytime during the regular season, subject to the OMHA                          Rule Book. Such moves must be made with the approval of the Division                           Chairperson. The 2nd Vice-President must approve movement of Rep “A” and                   “AA” team levels.

              2) Players in divisions with Rep hockey will not move up to a higher age                               division, unless approved by the Executive Committee.

              3) Goaltenders may be moved up to a higher age division, only at the discretion                   of the Division Chairperson. HOUSE LEAGUE ONLY!

              4) Any House League team that fills out an AP list must use players from a                          lower division from their Church/Association or affiliate. They must use an                        OMHA Affiliated Players List. If they do not have a team at the lower level                        then they must get League approval to draw from another                                                 Church/Association or affiliate. All teams must follow the OMHA rules under                    affiliation. A team can only use this for tournament and house league play,                      NOT for play-offs within the PCCHL season.  League play must be played                       first and to be used only for filling initial team rosters.

              5) Goalies from another team may be used as long as the replacement goalie is                   from the same division or lower and has the approval of Division Chairperson                   prior to the game. This will be allowed for regular season and playoff games.


 

 POOL PLAYERS

Pool players will consist of players entered by their Church/Association as pool players and players who have moved into the PCCHL jurisdiction prior to January 10th of the playing season.

 

CONDITIONS OF PLAY

 

PURPOSE: To ensure the safety and proper supervision of players in the PCCHL.

 

The PCCHL does not condone the consumption of alcohol or use of drugs by the executive or appointees, associate chairpersons, coaches, managers, trainers and players at arenas, before, during or after games that the PCCHL teams are involved in. Failure to comply with this section, the individuals will be referred back to their Associate Chairpersons for appropriate action. Associate Chairpersons may approach the Leagues Disciplinary Committee if the individuals are unwilling to comply.

 

The PCCHL will not be held responsible for accidents or injuries to team officials, game officials, players or spectators, before, during or after games. In all games every player shall play a regular shift on the team. The convener will not interfere with coaching strategy, but will not tolerate players sitting on the bench and not being given a chance to develop. Coaching strategy should not include specialty teams or double rotation of strong players that could upset regular rotation over a game and allow some players to play more than others should. Any coach or manager found not giving equal ice time to all players would appear before the Disciplinary Committee.

 

 

 

 

Game Time Limits

 

              1) Maximum time for all House League games is 50 minutes, out of every                             scheduled one-hour time slot. Game time starts when time slot begins.

              2) All games for Novice and Atom House will be 3 - 10 minute stop time periods.

                  Peewee to Midget House will play 2 - 10 minute and 1 - 12 minute periods.

              3) Tykes House will play 3 - 10 minute stop time periods. Games must end at                       the end of 50 minutes of allotted time.

              4) Mite House will play using a 3 minute buzzer and will play 3 - 15 minute                            straight time periods. Games must end at the end of the 50 minutes of allotted                   time.

              5) All teams will line up at their respective Blue Lines and shake hands, prior to                     the start of the game.

 

                                                                                                                                             

DIVISION SPECIFIC RULES

 

MITE DIVISION HOUSE LEAGUE

 


Player Replacement: All players excluding goalkeepers must be replaced on the ice at the signals. Players may only be changed at the 3-minute signal, unless removed from the ice due to injury or faulty equipment. Another player for the remainder of the shift MAY replace a player taken off the ice due to injury or faulty equipment. The player taken off the ice, MAY NOT play on a consecutive shift to that which the player left the ice.

 

Ice Surface: Mite ice time will consist of 2 segments, until December 1st of the playing year. Segment one will consist of practice; segment two will consist of scrimmage. Each segment will last for 25 minutes.

 

TYKE DIVISION HOUSE LEAGUE

 

Player Replacement: All players, excluding goalkeepers, must be replaced on the ice at the signals. Players will change at the signal (unless removed from the ice due to injury or faulty equipment. Another player for the remainder of the shift MAY replace a player taken off the ice due to injury or faulty equipment) up until Christmas of the year.  After that the signal will be removed and changes will take place at stoppages of play of on the fly.

The player taken off the ice, MAY NOT play on a consecutive shift to that which the player left the ice.

 

Face-offs: Other than the initial shift of each period, face-offs will be moved to the nearest zone face-off spot at the conclusion of each 2 minute shift.

 

NOVICE DIVISION HOUSE LEAGUE

 

Novice teams may roster a maximum of 2 major Tykes (7 years old) as the 11th and 12th players on the roster.

 

 

PEEWEE, BANTAM HOUSE LEAGUE

 

Players in these divisions will offered a non body-checking division and a body checking division within the Peewee and Bantam Divisions.  Non body checking teams will only be rostered if we have enough players wanting it. Body contqct is still allowd but running at players is not.  You can have contact along the boards and in open ice.

                                                                                                                                          

 

MIDGET DIVISION HOUSE LEAGUE

 

Contact: Midget hockey within the PCCHL is no body-checking. Any body-checking penalty called by a referee will result in a 4-minute minor penalty and the player, except the goalie, will be removed from the ice.


Penalties: OMHA playing rules shall govern the PCCHL playing rules with the exception of the following:

              1) Any player accumulating 2 or more major penalties will require a referral to                       the Disciplinary Committee by the Division Chairperson.

              2) Any player accumulating 3 minor penalties during a game will be immediately                   ejected from that game and will be given a warning by the Division                                     Chairperson. If a player is ejected, for the same reason, from a second game,                   they shall receive a one game suspension at the discretion of the Division                         Chairperson, subsequent ejections of a player may require a referral to the                       Disciplinary Committee by the Division Chairperson.

              3) Any player leaving the ice surface, who slams his/her stick into the arena                          walls, will receive a four game suspension.

              4) Any body-checking penalty called by the referee will result in a 4 minute minor

                  penalty and the player, except the goalie, will be removed from the ice. Any                      player with 6 minutes in accumulated penalties will be removed from the                           game.

 

 

RULES COVERING OFF-ICE ALTERCATIONS

 

Any player or spectator involved in any off-ice INCIDENT in the hallways, dressing rooms, lobbies or parking lots before, during or after a scheduled PCCHL hockey game in any arena where the PCCHL plays; may be requested by the Chairperson/Convener to appear before the Disciplinary Committee. The Committee may limit the movement of parent(s) or spectator(s) or impose a ban of up to (12) twelve consecutive months from all arenas.

Failure to comply with the ruling of the Committee will result in the removal of the offending person or persons by arena staff or the police; upon direction from the Chairperson/Convener.

 

SUSPENSIONS

 

              1) The PCCHL Disciplinary Committee shall act on suspensions of teams,                             players, coaches, managers and team officials in accordance with the PCCHL                   Constitution, Rules and Regulations. A player, coach, manager and team                          official under suspension for more than 1 game will neither play, practice nor                    participate with their team.

              2) Only League and Play-off games shall count as suspended games.

              3) A player that is suspended for 3 games or more will not be allowed to play,                       practice or participate with their team, except for the checking from behind                        major and 1 game, Rule 53a in the OMHA book.

                                                                                                                                          

              4) The balance of any suspension that is not served in full before the end of the                    season shall be carried forward to the following season. In the event the                           suspension carries over into the next playing season, the time but not the                          suspension ends when the suspended player’s team plays their last game                        and begins when the player’s team plays their first regular season game.

              5) When a player, coaches, managers and team officials are suspended, they                      cannot be at ice level, they cannot be in the dressing room and cannot keep                     score. If a suspended player, coach, manager or team official chooses to                          watch any PCCHL game, they must stay in the warm area of the arena.

 

TEAM COLOURS

 

The PCCHL will have the following base colours. Any team that has acquired sponsor sweaters may wear them unless there is a conflict at which time they must switch back to their original ones. Any association that is part of the PCCHL may keep their colours in tack till the time they wish to be removed from the league. (i.e. St. Matthews, St. Anne’s, Pizza Pizza). At this time the PCCHL will take over that teams colours and go forth at the beginning of the playing season team colours will be passed based on the following teams if needed.

PCCHL PLAY-OFF RULES

These Rules are in addition to the PCCHL Rules and Regulations and govern games played in all play-off series.

              1) To be eligible to play in a PCCHL play-off game, a player must have played                       no less than six (6) regular league games with the teams. Affiliate players                         may not be used.

              2) Play-off team positions shall be determined as the team position in the                              League. If TWO teams are tied in point standings, it will be determined by:

                      1) The record between the two teams.

                      2) Goals for and goals against between the two teams.

                      3) Most wins.

                      4) Overall goals for and against in League play.

                      5) Flip of a coin.

                   Play-off team positions where three teams are tied in point standings will be

                   determined by:

                      6) Goals for and against between the three teams.

                      7) Most wins.

                      8) Overall goals for and against in League play.

                      9) If according to 1 and 2 above, two teams are still tied, then the two                                    teams format will be used.

                    10) If three teams are still tied, the team that finished highest in the League                             standing will be awarded a bye to the final series and the remaining two                            teams will play a deciding game to determine which team shall progress                            to the final series. The final series shall be a regular play-off series.

               3) Regular play-off series shall be two games out of three, or 1st four points                           attained. If teams are tied after two games, a third game will be played. If                          teams are still tied, a deciding game will be played. Special case in the event                    that it is necessary for three teams to combine in a play-off series, the 1st                          round shall be a round robin series with each team playing the other once.                       The two teams placing highest shall progress to the final series, which shall                       be a regular play-off series.

               4) All play-off structures will be reviewed and approved by the PCCHL                                   Executive two weeks prior to play-offs.

    5) Any team going to the All Ontario Hockey Championship may receive a                  donation from the League. The Executive will discuss the donation when it             arrives.
